Narrative Intelligence for Information Integrity
Disinformation often succeeds not by distorting facts, but by confirming what audiences expect to hear. In today’s fragmented, AI-amplified, and algorithm-vulnerable media ecosystem, this has become a structural challenge for European democracies.
The project
Countering narrative manipulation at scale
SPINE is a strategic evolution of the PROMPT pilot project, designed to detect and characterize narrative manipulation at scale.
Advancing the work of the European Narrative Observatory, the project responds to a critical double asymmetry in our informational defense: while foreign and domestic threat actors operate with industrial capacity, European counter-disinformation efforts remain fragmented, reactive, and under-resourced.
To bridge this gap, SPINE brings together an European consortium of AI developers, cybersecurity experts, media publishers, civic associations and informational warfare strategists.
- 01
SPot
Detect manipulative narratives as they emerge, across platforms and languages.
- 02
INform
Turn tracking into strategic analytical reports and shared dashboards.
- 03
Engage
Equip and mobilise civic communities to strengthen public discourse.
SPINE is a threat assessment project designed to detect information manipulation, analyze conflict dynamics, influence, and propagation patterns. In order to equip the institutions and organizations dedicated to protecting information integrity and safeguarding our democracies.
Its innovation aims to overcome important challenges:
A scientific hurdle
The observability of a vast range of expressions across all 27 member states, all languages, and all platforms.
A methodological and organizational hurdle
How to make insights drawn from these analyses clear and actionable, and how to combine automated data processing—notably through AI—with human expertise and high-value qualitative work.
A technological hurdle
How to improve the performance of this operating system, make it more resource-efficient (both computational and human), and ensure it is more robust, sovereign, scalable, and replicable.
We are already deploying our solutions (monitoring dashboards, dynamic analysis reports) while putting into action what we call the “interoperability of practices”—meaning it is not simply about making data accessible, but integrating directly into professionals’ workflows to ensure real impact.

The European Narratives Observatory
The European Narratives Observatory is a DG connect initiative dedicated to detecting manipulative influence campaigns and enhancing societal resilience against disinformation.
Initially pioneered by the NODES project (led by Reimagine Europa) and then piloted through PROMPT (led by Opsci.ai), this shared observatory has now scaled up to an operational level through the close, active collaboration of two sister projects, SPINE and SHIFT, which deploy coordinated data pipelines and civic intelligence networks to transform raw narrative insights into actionable democratic defense.
